Screen Personas 2.0 Flavors don't show drop down on main screen

I have a flavor that has been assigned to my user id but is not showing in flavor drop menu.  I have admin role and have assigned this flavor in our production system.  It was available to assigned so I know it transported but will not show up in drop down.
