I don't think it necessarily has anything to do with the webi rich client itself as I have experienced this issue with other programs.
Try to kill the webi process, close all other application you may have running and restart webi. If this works your PC is overloaded :-)
Othwerwise try to go to the control panel and repair the webi installation - reboot the pc and try again. Also make sure the webi service is running - go to services from the start menu
