SAP Shipment Cost Scales Issue

Can anyone help?

I have created a condition type with 2 D scales (mileage and destination region).

I then create 3 deliveries with 3 different regions followed by the shipment cost document.

However, the shipment cost document finds ONLY ONE region and applies the same rate to all three deliveries.

I have check and re-checked and cannot figure out why the system is doing this. (I even tried it for destination postal code scales with mileage and it did the same thing, i.e. constantly found and applied a rate for just ONE post code for all the different deliveries).

Any ides?
