How to modify layout WebGui on NetWeaver Business Client?

Hello,

how can I modify layout WEBGUI to make it equal for all users?

In some cases the user, after logon, access to the Business WorkPlace, in other cases, access to the menu "Telephone Integration" and so on.

If the user, after the logon, go to transaction "S000" the system maintains a standard layout, but if the user try to access to one of the functions

of the portal than the system changes the line spacing between the lines of the menu "S000".

I tried to set in "SU01 - Defaults - Start Menu" the value S000 or SMEN but not working.

Where can I set these properties?
