I depends on the Implementation trends of company from Starting.
transport of copies is not required for do this , you can directly make transport from SCAL after Changes done in DEV.

The way you are following is best - DEV->QAS->Production. but should be controlled. because if anyone other than your knowledge can change in dev and it will move to qas and production (critical).
so it should be rights controlled in DEV also.
some companies open clients individually and make changes directly in PRD and QAS for this. that have now risk of above type.
